Are you referring to Internet options in Internet Explorer?
As a work around, I suggest you to use control panel to go to Internet options.
-
Right click on start menu
-
Click on Control Panel
-
Select Internet Options.
Check if it helps.

Hi John,
Try these steps to locate Internet Options in Control Panel.
1. Right click on Start button, select Control Panel
2. Change the view by option on the top right to Large icons.
3. You will be able to see Internet Options.
You can also open Internet options from run command.
1. Press Windows key + R to open Run command.
2. Type inetcpl.cpl press Enter.

I know how to do it in control panel BUT I LIKED IT THE WAY IT WAS!!!! WHY SHOULD I HAVE TO WORK AROUND IT?

I found that when you go into the control panel, if you type in, internet options, in the search field, it will bring it up for you.

nobody has mentioned which browser you're trying to change, those with a Microsoft badge seem to assume everybody is using internet explorer instead of the default Edge.
so first, tell which browser it is.

You're not going to find "Tools" in the Internet Options. If you're using IE 11, you'll find "Tools" in the top right of the IE browser. It's right to the left of the "Smiley". After you click on that you can then scroll down to where you see "Toolbars". Highlight that and you can add the Menu Bar, Favorites Bar and Command bar by putting checks by them.
Okay, this isn't quite right. It's been awhile since I had added the toolbars, etc. Anyway, editing with the correct way to find tools and add the toolbars in IE 11.
- Open Internet Explorer. Explorer opens, minus the toolbars.
- Right-click the title-bar, the top-most strip across Internet Explorer, to see the pop-up menu.
- When the pop-up menu appears, choose your desired bar.
- You can then choose to add the Menu bar, Favorites Bar, and Command Bar. You'll see "Tools" after the toolbars are added.
